The paper designed the model of functioning of the organizational structure and behavior maker in operational planning of production activity, which by formal separation manage and control processes provide the foundation generation of management measures for the implementation of production programs. The model of the Markov chain periodicity diagnosis and replacement of components which allows to create mechanisms forecast for maintenance, based on assessment of the impact factors of instability due to the nature of distributions studied the failures of elements and components in complex technical systems. To implement adaptation mechanisms developed a hierarchical model of control system with flexible feedback, operated by the implementation of the operational capacity of the system to support the management of the high-tech industry. A generalized procedure for selecting a rational organizational structure, which reduces the cost of maintenance of the administrative apparatus. Systematization made major business functions and the schemes of business processes for the manufacture and repair of complex technical products, allowing to regulate the activities of the main participants of the production process and the management team.
