Ivanov The process of functioning elements of dispatching management, collection, processing, display and archiving of process information on critical infrastructure in real time ( SCADA) can occur in off-design conditions at various destructive infl uences, in particular, the application of electronic attack, involving exposure of automated control systems (ACS) SCADA electromagnetic pulse (EMP), high power (energy), causing functional loss or structural failures of microelectronic components electron-funds (ES) ACS. Failure of work or ACS upset conditions are likely to lead to considerable damage, including those associated with the degradation or loss of functionality of the software and hardware of varying complexity, combined network structures, using software tools that implement the control algorithms, including databases data that provide information support for the software application level. This situation involves the development of adequate and effective protection methods ES ACS from electronic attacks [1, 2]. The article proves the need for a three-dimensional vector method of co-fi nite element (VFEM) for solving the boundary value problem in the diffraction of an electromagnetic wave in an evanescent waveguide used as a technological heterogeneity enwound protecting electronic means of automated control systems SCADA against electronic attacks. In order to form the elements of the theory of electromagneticmagnetic shielding formulate and prove a theorem on the fractal dimensional vector fi nite tetrahedral elements.
