Experience has shown that the functioning of all real technological objects and their control systems accompanied by a permanent
infl uence of unsteady disturbances, which by their nature tend to be different. This is a continuous drift of process parameters and structural
and parametric instability of the process and the system as a whole, abrupt and unpredictable variability of operating environment, as well
as the lack of information on the statistical characteristics of disturbances. The desire at the same time to take into account all the factors
of uncertainty and thus obtain the desired good quality operation of the facility management signifi cantly complicate the task of synthesis
of control systems. This article deals with the problem of mathematical description of non-stationary measurement signals and predict their
dynamics. The solution is obtained based on the mathematical formalism of structural analysis and the method of estimating the complexity
of the index of physical signals, together with an fragmentary mathematical description of the controlled time-series data.
