Magomedov The paper deals with the problem of choosing the optimal composition of passive countermeasures (CAP), which would be reduced to the greatest extent possible the likelihood of escalating malicious threats in attack. The task management process to counter the threats on the basis of the impact on the CAP performance. Formulated fi ve related tasks necessary for the practical implementation of the set management objectives. The solution of the second of the objectives: to assess the required amounts of investment funding and other resources to the proposed changes PRS indicators. The latter problem is formalized. To do this, all SAPs are divided into fi ve groups, each group based on the elasticity coeffi cient analysis of the dependence of the threats from the fi gures PSP offer the most acceptable form of this dependence. The task of choosing the optimal composition of the CAP and the cost of improvement of each of the CAP in order to ensure the greatest decrease in the probability of realization of threats or losses associated with them.
