Gromov The process of determining the actual negative consequences in the implementation of information protection is described, which provides the commission for modeling threats with additional tools for collecting and analyzing expert assessments. The approach being developed consists in classifying groups of negative consequences by the nature of the direction of actions of alleged violators, ranking the data obtained according to the degree of influence of risks on the subject and then finding the average final opinion of experts, on the relevance of negative consequences by finding the Kemeny median. Within the framework of the developed approach, such procedures will increase the efficiency and effectiveness in the process of threat modeling by building interrelationships between the goals of potential security violators and possible negative consequences.
